- cog next to the space name shows in View/Plan/Devices (canEdit only);
  '+' add-space tab stays Plan-only
- tabs flex-centered so the cog aligns with the tab text
- smoke_gear_tabs.mjs; TESTING.md + CHANGELOG same-commit
