Matysh 6fe01ecc1f Prepare v1.73.0-beta.8 and preserve dialog footer targets

Restore the shared footer minimum exposed by the #505 Linux screenshot gate; the focused browser assertion fails before the restoration and passes after it.

   дизайнерскому макету. Панель плавно появляется и скрывается, а настройки
   удобнее на больших и маленьких экранах
